Announcement

On Monday June the 11th we started an installation project of an additional intake fresh air cooling unit.  Installation was completed on Wednesday the 13th.  Testing of the air flow temperature was preformed at 3:00 in the afternoon on the 13th.  We were using a high quality digital temperature and wind speed reading instrument.  The outdoor reading was 86 degrees on the front porch of the range entrance, in the shade.  The temperature on the firing line inside the range was 74 degrees and steady.

On Saturday June 19th at 2:15 in the afternoon another test was preformed using the same instrument.  The temperature was 105 degrees and climbing in the direct sunlight, in the parking lot in front of the entrance.  The temperature on the front porch, in the shade was 86 degrees, and steady.  On the firing line inside the range the temperature was 84 degrees and steady.

We are constantly trying to improve our range and make it the best.  This is a great accomplishment while maintaining and improving the air flow that is required by OSHA. This is for your comfort and safety.  Come by and try it on your earliest convince. 

Let me also state that everyone, no mater who you are is required to step to the right of the entrance door and read the four yellow posters located inside the display case before they will be allowed inside.  Pay close attention to the first paragraph on poster #1.  There are no exceptions.  This inconvenience is not our fault.  The judicial and punishment system in North Carolina has failed forcing us to take extra security precautions and enforcement.

This Just In for 2007!
Lead Levels Tested Below OSHNC Environmental Health PEL (permissible exposure limit) with a 1600% improvement in the air quality while firing your handgun at Handgunners, Inc.

This was stated by OSHNC Health Consultant from the NC Department of Labor and said to be due to the diligence of Mike Hinshaw and his team of air quality specialist working on new and innovative air quality systems recently installed and upgraded at Handgunners, Inc. In a statement mailed to Mike by one of the inspectors he said "Shooters are exposed to the lowest possible amounts of lead while using your range, we thank you for your efforts".

LAW ENFORCEMENT RANGE PROGRAM
Here at Handgunners we provide an indoor shooting & training facility that can accommodate your department qualifying on the NC BLET day fire, night fire and shotgun course of fire. We also can accommodate your department with combat shooting including the utilization of moving targets in normal light or low light with blue lights and siren.

Night ShootingHandgunners, Inc. was established on April 14, 1994.

When Handgunners was built, we had law enforcement in mind for the future. We have 10 lanes; 25 yards in length. Targets can be automatically set at 3, 5, 7, 10, 15, and 25 yards.

Targets are computer driven and can be controlled from inside the range at each shooting station or from the master control panel located inside the retail area.

One of the benefits of using the master control panel within the retail area when moving the targets is that your officers can keep their weapons loaded faster and the firearm instructors can give the next course of fire, speeding up the process and maintaining a high level of safety.

On an outdoor range you have to move officers back and forth to the proper firing positions. This slows down the process even more.
Each Department is responsible for ammunition, targets, ear and eye protection. We also sell these items if we can help you.

ABOUT OUR RANGE (SAFETY)
Each shooting station has a wall between each shooter. This wall inside contains a 4'x8' sheet of steel.

The benefit of having walls between each shooter is if they should have an accidental discharge of their weapon, and the muzzle was pointed toward another officer or instructor, this could prevent serious injury or even death. A number of outdoor ranges have no protection between shooters.

Exterior walls of the firing range have 41 yards of concrete poured within them. This will contain fired rounds within the range.

Windows located in the wall separating the retail area from the firing range are bullet resistant and will withstand a .44 magnum fired point blank. An additional 1" of safety glass was added to the windows on the retail side.

The windows aid in the viewing of the firing line and can give a better overall view of the operation.

Overhead, we attached pressed particleboard over steel to absorb and contain accidental fired rounds.

Accidental fired rounds will be contained within the range and prevent the bullet from going over the bullet stop, unintentionally striking something or someone.

A bullet trap is located in the rear of the firing range. It measures 41' wide x 12' high. It contains the fired rounds in a concrete ditch located in the floor. Spent rounds are cleaned out and taken to a metal scrap yard. Receipts are kept on file showing proper disposal, preventing further problems.

EPA has found soil contamination in outdoor ranges that has been required to be cleaned out and properly disposed of, and sometimes issuing fines.

Ventilation system forces fresh air in from the outside blowing it across the shooters and down the range where it is exhausted in 5 different filtered exhaust ports.

In the wintertime we have 26,000 BTU gas infrared heaters behind and over the shooters.

Barricades can be placed in each shooting station. (Use under your decision.)

Lighting can be adjusted for night firing, overhead high and low beam head light simulation, and blue lights for night firing.

Tables and doors in shooting booths can be folded up, out, and locked into place. This will enable officers to shoot in the prone and kneeling positions.

COST INVOLVED (SAVINGS)
Handgunners can qualify as many as 10 officers at a time - day fire, night fire, and shotgun - in 45 minutes. We can be utilized any time of the day or into the late evening.

FOR OPTIMAL UTILIZATION OF HANDGUNNERS
8:00 AM 10 Officers on the range - Group 1
9:00 AM Group 1 finished, Group 2 starts
11:00 AM Group 3 finished, Group 4 starts
12:00 Noon Group 4 finished

40 Officers have qualified on day fire, night fire and shotgun in 4 hours at a cost of $840.00. We have been performing this service on a regular basis at Handgunners science 1995. We suggest you require your officers to be at Handgunners on time and the firearm instructors must exercise discipline.

40 OFFICER SCENARIO ON AN OUTDOOR RANGE
On an outdoor range, day fire and shotgun can be completed sometime during the day; however, you have to wait until it gets dark enough for night fire to begin. Time on this can be from 6 to 8 hours. In the near future you will be required to fire shotgun under night fire conditions. This will take up more time after darkness and drive your cost up ever more.

If 40 officers' average pay is at $30,00000 per year, that's $14.42 per hour per officer. Let's figure the time span at 8 hours.

8 hours at $14.42 per hour equals to $115.36 per officer. With 40 officers qualifying, that equals to $4,614.40 paid out in salaries.

Plus, your officers are off the street for a total of 320 man-hours. The savings in salaries can be applied to further education and training, equipment, or saving money in your over-all budget. Your officers are back out on the streets in far less time, helping out on manpower shortage.

LAW ENFORCEMENT AND ARMED SECURITY RANGE PRICING

FIREARMS QUALIFIACTION:

COST:  For Departments that currently perform their annual firearms qualification with us shooting the 50 round BLET course of fire:  Day Fire, Night Fire, Shotgun Day Fire or Shotgun Night Fire: $7.00 per qualification relay per officer.  Departments that do not perform their annual firearms qualification with us is $10.00 per qualification relay per officer. Any prospective agencies desiring to utilize our facility on a regular basis will be allowed the reduced rate after one year of continuous service.

Qualification relays are priced at 20 minute time intervals.  If over 20 minutes a $12.00 range fee per officer is added to the qualification fee per officer.  The following is an example of what problems we are increasingly experiencing.  A relay starts a day fire qualification at 10:00.  The same relay is still on the line at 10:30 and has not started night fire.  The same relay starts a night fire qualification at 10:40 and is still on the line at 11:15.

Example #1:  If a relay with ten officers shoots a day fire, night fire and shotgun within an hour the charge is $7.00 per relay, per officer.  For example ten officers, day fire, night fire and shotgun are three relays at a cost of $21.00 per officer, multiplied ten officers is a total of $210.00.

Example #2:  If a day fire relay starts at 10:00 and finishes at 10:25 including grading targets the range fee is $7.00 qualification fee plus $12.00 range fee per officer.  That same relay shoots another relay qualification round and is over twenty minutes but still within the same hour we add another $7.00 per officer for qualification fee.  The total for that total relay is $12.00 range fee per officer plus $14.00 qualification fee per officer.  If that same relay goes into a second hour and is over twenty minutes on a relay another $12.00 is added per officer plus Qualification fee.

CLASS ROOM USAGE:  $25.00 per hour or $100.00 per day.  If the firing line is being fully utilized with no down time $10.00 per hour.

PRIOR TO OR AFTER BUSINESS HOURS:  A minimum of five officers is required for one hour.  Less than five officers an additional $50.00 is added to the range fees.

Night Fire:  Since we have changed the method of range operations with the general public we have experienced range usage problems with our other customers.  Please review these changes that we have made.  We are requiring that our range customers purchase a one year membership, six month membership or a range usage card.  We are doing a background check on anyone who requests to utilize our range.  If shooting night fire during our regular business hours you may have to wait for a short time until we can get our customers finished on the firing line.  We intend to work and serve you and our range customers the best way we can.

DEPARTMENTAL RANGE PRACTICE PROGRAM:  We offer a service to your Department’s officers so they can have a time and place to practice while improving their firearms skills.  We maintain a log sheet of their range visits and activity.  We require your officer’s to sign in when they come in.  At the end of each month we total up the number of officers at $12.00 per visit.  We then send you a copy of the log sheet along with the invoice.  For departments that do not perform their annual firearms qualification with us the fee is $15.00 per visit. 

We do not furnish ear and eye protection.  We rent it or sell it.

NOTE THE FOLLOWING:  On February 18th 2008 we qualified a department on their Annual Department Firearms Qualification.  Nine officers per relay were on the firing line.  We ran a total of twelve relays shooting day fire, night fire, shotgun day fire and shotgun night fire.  They were finished in two hours.  We have been serving Law Enforcement in this manner since 1995.  We have strived to make improvements and maintain the highest level of safety and service, saving you and your department time in man hours and money.

  COMBAT SHOOTING
Combat shooting or tactical shooting can be performed with moving targets under low light, no light or blue light conditions.

Ten good guy / bad guy targets can be placed down range, selected to come in or go away from the officer or either shot from a selected stationary position. The officer is instructed to double tap the moving target, move to the next target (already in motion) and continue to double tap each target for a total of ten targets.

This teaches the officer to utilize cover, identify target, directing fire to moving targets instead of a target standing still while under the stress of blue lights, siren and low light.

OUTDOOR RANGE ADDITIONAL EXPENSES
If your department has an outdoor range you will have additional expenses:

Liability Insurance - *Handgunners, Inc. has One Million Dollars in Liability Insurance.

If an accident happens on the range when you are letting another department use the range, or some officers are taking people out to the range on the weekend or at night, this could result in another problem where a lawsuit could be involved.

OTHER PROBLEMS
You have booked the range for November 28th? The weather forecast for that day is a high temperature of 35 degrees, windy conditions with rain or freezing rain developing in the late evening and into the night.

If you're secured, how long would it be until you could get back on the range? Would some of your officers' time run out on their firearms certification? If you decided to go ahead and qualify, how many officers would you have out sick in the days to come?

The firearm instructors would have to be out there more than one day and night depending on the size of your department.

CARRY CONCEALED PERMIT HOLDERS: You were required to shoot a minimum of 40 rounds at a maximum of 7 yards, in our class, as part of testing to receive your CCH Permit.
Law Enforcement: You are required to shoot 50 rounds day fire and 50 rounds night fire once a year. Some departments shoot more.

DEPARTMENTAL RANGE PROGRAM - MONTHLY BILLING

You have gone the extra mile to provide extra firearms training for your officers.

Handgunners can maintain a training log showing each time the officer visits the range to practice.

If the officer is involved in a shooting, this log can be used to show the department's effort in providing additional training.

Officers do not have to be supervised by your firearm instructor while on our range. When they come in, they will read and sign our safety rules. This frees up having another officer or instructor tied up with this officer.

PRICING
$12.00 per visit unlimited amount of range time.

REQUIREMENTS
Officers have to produce their departmental identification on each visit. Each officer will have to read and sign our safety rules before they can use our range on their visit. Targets and Ammo not included by HandGunners.
